Keep the source URL, capture or response date, and related booking identifier with the image. Without that context, an old photo can be mistaken for a new arrest or a present roster record.

Movement between systems changes the correct source. If Henry County transferred a person to MODOC, the county image documents the jail booking while a DOC image relates to the state record. Section 610.023 requires agency action as soon as possible and no later than the end of the third business day. That deadline governs the response, not necessarily final production. Section 610.026 permits certain duplication, media, clerical, research, or programming costs. The precise amount depends on the format and work, so ask for an estimate rather than assuming a flat Henry County photo fee.
If the image is part of a larger file, ask whether an electronic copy or a limited extract is the least costly format. A Henry County requester can also set a maximum amount that requires approval before work continues. State Photos After Henry County Release
MODOC’s active Offender Search may provide an “Offender Photo” control. That photo belongs to the state corrections record and is not guaranteed for every result. Missouri separately regulates payment demands connected with disseminated booking photos and criminal-record information. Section 407.1150 makes it unlawful for a publisher or disseminator to solicit or accept money or other consideration from the subject to remove or correct the item.

The statute does not create automatic deletion, preservation, or publication rights. It bars charging the subject to remove or correct covered material. A request to an official agency still depends on the status of its record and any lawful closure, expungement, redaction, or retention rule.
Henry County Expunged Photo Records
Missouri Section 610.140 governs expungement. An expunged Henry County case can change public access to the related official material, but the result must be evaluated through the court order and the agency that holds the record. A person should not assume that every copy across every channel vanishes at the same time.
